Elaine DiPietro

Elaine DiPietro is a Certified Public Accountant and avid flower enthusiast. Blooming Ventures was founded by Elaine to combine her knowledge and passions to provide a variety of services to those looking to grow or better manage their business, access New Markets Tax Credits ("NMTC"), or manage their NMTC allocation.

Elaine is a Certified Public Accountant with a background in public and private accounting. Elaine managed the NMTC program at Enterprise Community Investment - which included a portfolio over of $800 million of NMTC allocation. Elaine has experience writing successful NMTC applications, setting up policies and procedures, providing investor reporting, regulatory compliance and accounting services. She has served on the advisory board of several NMTC community development entities. Elaine is a regular speaker at industry conferences and has guest lectured for both masters’ in taxation and real estate programs for Georgetown University and the University of Maryland. Prior to joining Enterprise, Elaine was an auditor with Deloitte & Touche and worked with fortune 500 companies on mergers and acquisitions.

Elaine is also a floral designer and is trained by well-known florist and flower farmer Erin Benzakein of Floret in Washington and Ellen Frost of Local Color Flowers in Baltimore, Maryland.
